Baltimore City Public Schools: Vision and Mission

Vision

Office of Special Education

The Office of Special Education is responsible for ensuring that students with disabilities (birth to 21) living in Baltimore City receive a free appropriate public education in compliance with legal mandates. Special education and related services are provided as stipulated by the students' Individualized Education Program. These services are provided in a continuum of settings, including regular education classes, resource rooms, self-contained classes, public, separate special education centers and nonpublic special education schools. Students with disabilities are educated in the Least Restrictive Environment with the appropriate supports and interventions to promote engagement in rigorous instruction, high achievement and post-secondary success for every student. 

Specific Programs

CHILD FIND - Child Find Program is provided by Baltimore City Public Schools to identify, locate, and evaluate, all children with disabilities, from birth through twenty-one years of age, who are in need of early intervention or special education and related services. The purpose is to locate these children so that a free appropriate public education (FAPE) can be made available. The Child Find process is mandated by Individuals with Disabilities Education Act (IDEA) and in the state regulations that govern Maryland’s early intervention and special education services. Child Find referrals are made by calling 443-984-1011.
